Recruitment Notes: This is advanced managerial and executive-level work assisting in the direction of the Public Housing Division for Miami-Dade County Housing and Community Development (HCD). The incumbent serves as a key member of the Division’s leadership team and is responsible for supporting the strategic, operational, financial, and regulatory oversight of one of the largest public housing portfolios in Florida.
The Assistant Public Housing Division Director assists in the administration of public housing operations, occupancy and leasing, maintenance and modernization activities, resident services coordination, regulatory compliance, and performance management. The position works closely with senior leadership to establish operational priorities, implement departmental initiatives, monitor program performance, and maintain compliance with U.S. Department of Housing and Urban Development (HUD) regulations.
Key responsibilities include operational oversight of public housing properties, occupancy and vacancy reduction initiatives, maintenance and work order performance, NSPIRE compliance, policy implementation, staff development, budget monitoring, procurement coordination, and collaboration with redevelopment and modernization teams. The position also assists in the management of emergency response activities and continuity of operations during declared emergencies and disaster recovery efforts.
Miami-Dade County Housing and Community Development administers a diverse public housing portfolio consisting of approximately 6,000 public housing units across multiple developments throughout the County. The Department is actively engaged in several large-scale redevelopment and repositioning initiatives designed to preserve and expand affordable housing opportunities while maintaining quality housing for current residents.
As a mission-driven department committed to housing stability, operational excellence, and resident-focused service delivery, HCD strives to provide safe, decent, and affordable housing while maintaining strong performance under HUD regulations and inspection standards. The Public Housing Division manages annual operating and capital resources exceeding $80 million and oversees a broad range of housing operations, maintenance, occupancy, and resident engagement functions.
Pursuant to the authority in Chapter 8B of the Code of Miami-Dade County, when there is a declared state of emergency issued for any portion of Miami-Dade County, all employees of Housing and Community Development will be required to adhere to directives from the Mayor or the Mayor’s designee to report to work and perform all duties assigned during a declared state of emergency.
Preferences: Experience overseeing large-scale public housing operations, including occupancy, property management, maintenance, modernization, redevelopment, capital improvement projects, or resident services programs is preferred.
Experience managing multiple sites, regional operations, or geographically dispersed housing portfolios is preferred.
Experience with HUD Public Housing programs, NSPIRE inspections, occupancy and eligibility requirements, Capital Fund Program activities, procurement processes, and federal compliance requirements is highly desirable.
Experience leading organizational change, redevelopment-related resident relocation activities, performance improvement initiatives, and cross-functional teams is preferred.

Requirements
Bachelor's degree. A minimum of four years professional administrative experience in a major component of public housing such as project management or policy development are required. Additional related experience may substitute for the required education on a year-for-year basis. Must obtain Public Housing Management Certification by a national publlic housing accrediting organization such as NAHRO, Nan McKay or Quadel within one year of hire.
