Position Summary
This individual will assist the OSP Manager with all aspects related to maintaining the existing infrastructure and designing and engineering new OSP systems, including cellular systems, Campus Security Camera Systems and Emergency Call Stations. Responsibilities include troubleshooting, documenting, and repairing copper, fiber, and cellular infrastructure. The individual will also serve as the primary backup to the IT manager position as needed.
Knowledge, Skills, Abilities and/or Competencies
- Knowledge and ability to install, design, troubleshoot, and repair outside plant components (fiber, copper, conduit, maintenance holes, etc.).
- Ability to terminate, fusion splice, and test outside plant loose tube, tight buffer, and ribbon optical fiber.
- Ability to read OSP documentation and calculate loss budgets for fiber link certifications.
- Competent user of Fluke Networks VersiV Fiber Pro and OTDR.
- Experience in locating outside telecommunications infrastructure. Direct knowledge and use of the Dynatel 3M 2500 series utility locator and access to Georgia 811 Eden portal to update locate requests.
Lift 50 lbs, climb ladder, operate power tools, work in small spaces (crawlspaces, attics, maintenance holes).

Assist the OSP IT Manager with all aspects related to maintaining the existing infrastructure and designing and engineering new OSP systems, including cellular systems, Campus Security Camera Systems and Emergency Call Stations. Serve as the primary backup to the IT manager position as needed.
- Assists in the design and engineering of projects involving OSP infrastructure.
- As directed by OSP IT Manager, examines and provides input on OSP infrastructure plans developed by outside designers, contractors, and engineers.
- Assist the OSP IT Manager in generating estimates or working with contractors to generate estimates for OSP projects and proposals at the University of Georgia.
- Assist the OSP IT Manager in writing technical specifications for OSP installation projects performed for the University of Georgia to be included in Scopes of Works and/or bid documents.
- Supervise, coordinate, oversee, inspect, and approve work performed on the UGA OSP infrastructure, including work by UGA and non-UGA installers.
- Inspection of the final installation; working with installers to produce a punch list of items that must be addressed; working with the OSP IT Manager to ensure that all punch list items, and other deficiencies are correctly addressed before signing off on the completed project.
- Oversee OSP projects, ensuring installers follow industry, state, University, and local regulations and best practices.
- Responsible for obtaining and verifying the required as-built and test documentation upon job completion and ensuring that all work meets or exceeds requirements and specifications before signing off on the completed project.
- Assist the OSP IT Manager in creating as-built maps and related information.
- Assist with OSP infrastructure installation and problem determination related to the Campus Security Camera and Campus Emergency Call Station programs.
Percentage of time 40 Duties/Responsibilities
As directed by the OSP IT Manager, provide assistance and direction to the staff member(s) assigned to OSP tasks, which includes troubleshooting, documenting, and repairing the OSP copper, fiber, and cellular infrastructure.
- Ensure tasks are being done in a timely and proper manner.
- Actively audits results to ensure correctness.
- Provide staff with information, training, tools, and equipment required to perform tasks.
- Maintain a list of priorities for standard troubleshooting and non-critical repair locations.
- Work closely with Telephone Services and EITS telephone technicians to identify emerging problem areas and determine their priority.
Percentage of time 40 Duties/Responsibilities
As directed by the OSP IT Manager, provide direction and support to the technician designated as the EDEN (Georgia 811) contact for telecommunications infrastructure at the University of Georgia.
- Ensure that all locate requests are responded to as the Georgia locate law requires.
- Ensure that locates are being performed accurately and carefully. Actively audit locates being performed by EITS staff regularly.
- Provide locate staff/crew with information, training, tools, and equipment required to perform locate tasks.
Percentage of time 10 Duties/Responsibilities
Assist as needed in coordinating emergency OSP telecommunication system repairs.
- Identifies and isolates the issue.
- Identifies and obtains contact information for suitable repair contractors.
- Calls in available repair contractors and supervises work to ensure it is performed correctly and on time.
- Check with other EITS/UGA departments to verify service has been restored properly.
- Provide proper notification to customers of issues.
- Notify supervisors and others of outages as appropriate and provide regular updates.
